Two positive points: 1) the Lisbon Treaty is an improvement on the Treaty of Nice, currently in force, and 2) it is good if this protracted chapter - since Nice in December 2000 - finally draws to a close.
But the European Union is far from the effective, democratic and solidary Union the interests of EU citizens demand in a changing world.
